The Central Plant is a key state asset that provides chilled water (for cooling) and steam (for heating) to 23 existing state-owned buildings in the capitol area. The Central Plant is located at (625 Q Street) and delivers steam and chilled water to other buildings via a series of underground pipes. The operation of the Central Plant eliminates the need for individual heating and cooling systems at each building.

The Central Plant is currently operating at its design capacity, and under certain high demand periods it is operating above its intended capacity. Although some upgrades have been made to the Central Plant since it opened in 1967, renovation is currently necessary to address operational and capacity deficiencies, as well as to ensure continued safe and efficient heating and cooling for state buildings. The Budget Act of 2003 authorizes the state to renovate, expand, and modernize the Central Plant so that it can continue to reliably serve the state’s downtown office campus.
