The West End Office Complex Project, as authorized by Government Code section 8169.6, includes the following elements:

1.4 million square feet of office space, including underground parking (approximately) 540 spaces, on (Blocks 203 and 204)

A parking facility with approximately 800 spaces on the south half of (Block 266).

Renovation / relocation of the historic Helibron House, currently located on the northwest corner of Block 204).

The opportunity for ground level retail

The West End Office Complex may consist of two or more buildings of varying heights and masses, which would be designed to take advantage of their proximity to the O Street Regional Transit station and various bus routes to encourage and support use of alternative commute modes. The project would consolidate state offices on state-owned land, improve underutilized land in the Capitol Area, and support a more vibrant downtown by concentrating workers close to existing retail, commercial and residential developments. The West End Office Complex would also uphold the state's commitment to the Excellence in Public Building Program by incorporating community outreach, art in public places, energy efficiency and sustainability.
